Created in 2011, the french National Digital Council (CNUM) is an independent advisory body responsible for conducting an open reflection on the complex relationship between humans and digital technology. Its interdisciplinary college is made up of volunteer members appointed for two years by the Prime Minister with various fields of expertise (sociologist, economist, philosopher, psychologist, anthropologist, computer scientist, lawyer, journalist, etc.) and parliamentarians appointed by the presidents of the National Assembly and the Senate.

The Council reports to the Secretary of State for Digital Affairs. Its actions: Convinced that no single player will be able to solve the challenges we face alone, the Council is implementing a collective approach, in conjunction with all stakeholders (public and research actors, associations, regulatory authorities, citizens, elected officials, etc.).

To accomplish its mission, it develops several types of actions

 - The production of studies with analyses and levers constituting a digital culture library is accessible to all. It aims to provide keys to understanding the challenges of our daily relationship with digital technology, to encourage debate and to propose avenues for orientation.

- Organizing and participating in numerous events and meetings, often in partnership with many other organizations and institutions.

- Participation and support in local debates, in particular through the Digital Routes approach.

- Conducting one-off consultation missions aimed at building public policies.
