On 22 November 2022, Jean-Noël Barrot, Minister Delegate to the Minister of the Economy, Finance and Industrial and Digital Sovereignty, in charge of Digital Affairs, launched the National Council for the "Digital" Refoundation (CNR) based on three challenges:
- Digital inclusion and accessibility;
- Digital transitions at work;
- Calming the digital space and combating online violence.
Based on the direct association of organised civil society and French people, the objective of the CNR was to build together concrete solutions to protect, support and integrate all french population in the ongoing digital transition.
Commissioned by the Minister to work on the "Digital Inclusion" component, the Digital Society Programme and Mednum - respectively responsible for steering and reporting on the work, with the support of the Banque des Territoires - conducted a national consultation to enable the sector's stakeholders to formulate their expectations and proposals on four key themes:
- Governance, finance and business models
- User pathways and tools for professionals
- Training and structuring of the professional sector
- Data and evaluation of public policy
