In the Prime Minister's Circular of 25 February 2020, the State is committed to eco-responsible public services, particularly with regard to digital technology: "the State is developing a strategy to reduce the carbon footprint of public digital technology, which will include in particular an approach to raising awareness among employees of digital eco-gestures and the purchase of refurbished equipment or consumables" (measure 20). 

Public procurement is recognized as an effective means of supporting public policies in the social and environmental fields. In addition to the immediate environmental impact, it is a significant lever to set an example and thus boost a more virtuous and sustainable economic sector. 

This is why since 2020, the evaluation and improvement of the environmental impact of the digital technology of the public administration has been included in the TECH program. GOUV (Pi3 Green Tech). The Ministry of Ecological Transition and the Interministerial Directorate for Digital Affairs are responsible for steering this mission

Driven by the contributions of ministerial correspondents on the subject, those of agencies such as ADEME, the mission aims to: 

- Measure the digital footprint of the public service. 

- Identify good practices and areas for improvement

- Identify or create methodologies and tools to be deployed within the central administration or in local authorities. 

- Define objectives and commitments.
